New nuclear reactors – Q2 progress report 2011

This is our latest routine quarterly report on the progress of Generic Design Assessment (GDA) of the AP1000 ® and UK EPR™ reactors. It summarises the progress made to date and identifies, all the outstanding GDA Issues based on the completion of our planned assessment.

Following the unprecedented events in Japan, and the Government’s request for Mike Weightman (HM Chief Inspector of Nuclear Installations) to provide reports on the implications and any lessons to be learned for the UK from the events in Japan, this Quarterly Progress Report looks at the likely implications for the Generic Design Assessment (GDA) timescales, rather than focussing on details of our ongoing assessment of the new reactor design generic safety cases.

4th HSE/Environment Agency GDA Quarter Report for 2010

The Health and Safety Executive’s Nuclear Directorate (ND) and the Environment Agency continue to work together on the generic design assessment (GDA) of two new nuclear reactor designs that are likely to be developed in the UK – EDF and AREVA’s UK EPR and Westinghouse’s AP1000.

In April 2009 HSE’s Nuclear Directorate (ND) placed a Regulatory Issue (RI) on EDF and AREVA on the topic of the EPR Control and Instrumentation (C&I) System. The EPR is a reactor design submitted by EDF and AREVA (the Requesting Party (RP)) to the regulators for Generic Design Assessment (GDA). The outcome of the GDA for ND is a decision whether to grant a Design Acceptance Confirmation (DAC). An RI is an assessment finding of sufficient concern that if left unresolved would likely result in the decision to not grant the DAC.

This provides an update on our work to assess the safety cases for the new nuclear power station designs and looks at the key challenges ahead.

Generic Design Assessment of new nuclear reactors seminar

This seminar formed part of our consultations on the Generic Design Assessment (GDA) of two new nuclear reactor designs (AP1000 submitted by Westinghouse and UK EPR submitted by EDF and AREVA). The consultations were launched on 28 June 2010 and will close on 18 October 2010.

The day – which was attended by a wide range of stakeholders – involved a mix of presentations and opportunities for participants to discuss, feedback opinion and ask questions in relation to the issues raised. The programme included a range of speakers from the Environment Agency and other organisations involved in new nuclear build (see below). It was independently facilitated by Icarus Collective.

Environment Agency consultation on its Generic Design Assessment findings so far

The Environment Agency has today launched a consultation on their preliminary conclusions following their detailed assessment so far of the EDF and AREVA UK EPR and Westinghouse AP1000 new nuclear plant designs.

They will carefully consider respondents’ views in reaching their decision on whether to issue a statement of design acceptability.

The 16 week consultation began on 28 June 2010 and will close on 18 October 2010. Responses should arrive by 18 October 2010.

Guidance on the Management of GDA Outcomes

Guidance on the management of the outcomes of the Generic Design Assessment (GDA).

This builds on a discussion paper published in May 2009 and takes into account the feedback received from stakeholders. It sets out the outcomes that can be expected in June 2011, when we complete our assessment of the safety case of the designs. It also simplifies and makes clear what these outcomes mean and how any outstanding GDA Issues will be managed subsequently within the GDA process.

This provides an update on our work to assess the safety cases for the new nuclear power station designs and looks at the key challenges ahead.

Good progress continues on the assessment and although many issues remain open and require further work, the Requesting Parties are making progress in addressing them. We remain confident that a meaningful assessment will be completed by June 2011.

The HSE’s Nuclear Directorate, the UK’s nuclear safety and security regulator, has raised a Regulatory Issue (RI) against Westinghouse’s AP1000 nuclear reactor design, and in parallel, released a UK Regulatory position statement.

In summary, good progress continues on the assessment, but many technical issues remain open and the successful clearance of these will require high quality and timely information from the Requesting Parties (RPs).

Joint Regulatory Position Statement: EPR Pressurised Water Reactor

The UK, French and Finnish nuclear regulators are currently working to assess the EPR Pressurised Water Reactor. In carrying out individual assessments, we have all raised issues regarding the EPR Control and Instrumentation (C&I) systems, which the proposed licensees and/or the manufacturer (AREVA) are in the process of addressing.
