Explosives firm fined £10,000 after employee loses fingers

An explosives firm has been fined a total of £10,000 after one of its employees was seriously injured in Fife, Scotland. Orica UK Ltd was prosecuted and pleaded guilty to two breaches of health and safety legislation following the accident at the Muirside site.

Explosives fees updated

Fees chargeable under the Health and Safety (Fees) Regulations 2009 for licences and registrations under the Manufacture and Storage of Explosives Regulations 2005 and an explosives certificate under the Control of Explosives Regulations 1991 have been updated.

Moves to simplify health and safety take effect

Moves to make health and safety laws easier to understand and comply with take effect from today.

HSE is making four changes to the regulations it is responsible for:

Introducing a new, easier to read version of the law poster that employers must display
Reducing the number of forms that employers must complete
Simplifying arrangements for the manufacture and storage of explosives
Aligning chemical hazard information and packaging with new EU regulations

The health and safety law poster

As from 6 April 2009, HSE is publishing new versions of its approved health and safety poster and leaflet. To avoid an unnecessary burden on business, HSE has set a five year transition period. The current poster and leaflets must be replaced by the new versions by no later than 5 April 2014.

Warning on handling hazardous materials after prosecution

The HSE has told companies, particularly those in the major hazard sector, that they must ensure their workforce follows approved company safety procedures.

The warning comes after BAE Systems Land Systems (Munitions and Ordnance) Ltd was ordered to pay £50,000 in fines and costs of £15,000 at Cardiff Crown Court after a worker was severely burned at its site in Glascoed, Monmouthshire.

This new edition of A guide to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 contains the same regulations (with minor changes to regulation 2) but brings the associated guidance up to date, particularly in relation to the changes in reporting arrangements and the need to use the Incident Contact Centre.

An impact assessment of manufacture and storage of explosives. The regulations are intended to correct an omission in the Manufacture and Storage of Explosives Regulations 2005 (SI 2005/1082)). A regulatory impact assessment is a policy tool which assesses the impact, in terms of costs, benefits and risks of any proposed regulation.
