Function and content of a safety management prospectus

The primary responsibility for the safety of a nuclear installation rests with the licensee. Before granting a nuclear site licence HSE must be satisfied that the licence applicant will have an adequate management structure, safety management arrangements and resources to discharge the obligations associated with operating a nuclear site.
