A review of the existing literature on the causes of major hazard incidents and the relevant control measures and behaviours that can prevent incidents occurring. This research is an important first step in taking forward Social Science support for the Major Hazards Strategic Programme. The research is needed to take stock of the existing evidence base, identify gaps and suggest how these gaps might be addressed by further research. Report number HSL/2006/117.
