Operational minutes and operational circulars

Revises and replaces both OC 31/1(Rev) and OC 31/4, describes the current instruction and information system used by FOD which is based principally on operational circulars (OCs) and operational minutes (OMs). There is now an action on authors to consider whether the document will also apply to local authority inspectors.
